i know what it is now!
its a damper system! an early version of a dual climate zone! so you could use the lever when it wasnt painted stuck and open and close the dampers and redirect the air so it would either go to just the dining room or just the kid's room which is directly over the dining room or finagle it so both rooms were just luke warm.
